一、招标文件23页、31页“第二章 用户需求书”的“（十二）付款方式”第（1）、（2）点调整如下：



（1）合同签订后10个工作日内，中标人提交总体工作计划，通过审核后采购人支付合同总价40%的款项。



（2）采购人于2022年9月对中标人工作成果进行阶段验收，通过验收后支付合同总价45%的款项。



二、招标文件46页、62页“第三章 政府采购合同”的第四条第1款的第（1）、（2）点调整如下：



（1）合同签订后10个工作日内，乙方提交总体工作计划，通过审核后甲方支付合同总价40%的款项。



（2）甲方于2022年9月对乙方工作成果进行阶段验收，通过验收后支付合同总价45%的款项。



三、本采购更正公告调整的内容不影响投标文件编制，原招标公告和招标文件的其他内容不变。

三、其他补充事项



1、投标人可以对一个合同包投标，也可以对多个合同包投标，可兼投不可兼中。但合同包是投标的最小单位，投标人应对同一合同包的全部服务内容投标。



（1）本项目各合同包中标候选人按投标人综合评分从高至低的排名顺序，综合评分相同的，按评标价由低到高顺序排列。综合评分相同，且评标价均相同的，按技术评分由高到低排序，如以上都相同，名次由评标委员会投票决定。



（2）评标委员会按上述排列向采购人推荐第一名为第一中标候选人，第二名为第二中标候选人，第三名为第三中标候选人。



（3）一家投标人最多中标一个合同包。如以上排名出现同一投标人在两个合同包综合评分排名第一。则按合同包顺序确定该投标人最终中标合同包（举例说明：经评标委员会评审，某投标人在合同包1、合同包2的综合评分排名均为第一名，则按合同包顺序确定其为合同包1第一中标候选人，不再被确定为合同包2的中标候选人，合同包2综合评分排名第二的投标人递补成为该合同包第一中标候选人）。



（4）原综合评分排名第二的中标候选人，根据以上规则确定成为第一中标候选人但出现放弃中标或者已经在其他合同包被确定为第一中标候选人等情况的，直接由原综合评分排名第三中标候选人顶替。同时采购人也可选择重新招标，重新招标时，本项目其他合同包已中标单位和放弃中标的单位不再参与重新招标的任何合同包的投标。



（5）投标人必须承诺严格遵守本招标文件的评标定标规则，不再提起任何争议。否则视为无效投标。
