通江县瓦室镇塔子村2020年脱贫攻坚道路建设工程项目/标段施工招标公告

1.招标条件

本招标项目通江县瓦室镇塔子村2020年脱贫攻坚道路建设工程（项目名称）已由通江县发展和改革局（项目审批、核准或备案机关名称）以通发改〔2020〕468号（批文名称及编号）批准建设，施工图设计已由通江县交通运输局（批准机关名称）以通交建【2020】153号（批文名称及编号）批准，项目业主为通江县瓦室镇人民政府，建设资金来自县级财政整合资金及业主自筹（资金来源），出资比例为100%，招标人为通江县瓦室镇人民政府。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：通江县瓦室镇塔子村。

2.2项目概况：分三段实施: 1.起于老水井，止于村委会。长度2.5公里，路面宽 3.5米; 2.起于二社，止于三社。长度2.2公里，路面宽4.5米;3.起于六社新房子，止于桃树园。长度2公里，路面宽4.5米。

2.3招标范围：本次工程量清单及施工图所示范围内的全部内容.

2.4质量标准：符合现行国家有关工程施工验收规范和标准的要求合格。

2.5计划工期：180日历天

2.6标段划分：本次施工招标为1个标段。

3. 投标人资格要求

3.1本次招标要求投标人须具备独立法人资格，并具有国家行政主管部门颁发的公路工程施工总承包三级及以上资质；四川省省外企业需具备《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理入川承揽业务信息录入证》。近3年（2017以来）完成至少1个类似项业绩，并在人员、设备、资金等方面具有相应的施工能力。

投标人应进入交通运输部“ 全国公路建设市场管理系统（https://glxy.mot.gov.cn/）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

3.2本次招标不接受（接受或不接受）联合体投标。联合体投标的，应满足下列要求：/。

3.3每个投标人最多可对1（具体数量）个标段投标；被招标项目所在地省级交通运输主管部门评定为/信用等级的投标人，最多可对/（具体数量）个标段投标。每个投标人允许中1个标。对投标人信用等级的认定条件为：具有交通运输部或四川省交通运输主管部门评定为C级及以上信用等级的投标人 。

3.4与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。

3.5在“信用中国”网站（http://www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，不得参加投标。



招标文件的获取

4.1凡有意参加投标者，请于2020年12月3日00时00分（北京时间，下同）至2020年 12月7日23时59分通过《巴中市政务服务和公共资源交易服务网站》登录《巴中市公共资源交易平台电子招标投标系统》下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2招标人不提供其他任何报名和招标文件获取的方式。

5.投标文件的递交及相关事宜

5.1投标文件递交的截止时间（投标截止时间，下同）为2020年12月23日9时00分，地点为巴中市政务服务和公共资源交易中心本项目开标厅（巴中经开区红星街70号）。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理

6.发布公告的媒介

本次招标公告同时在本网站、本网站、全国公共资源交易平台（四川省）http://ggzyjy.sc.gov.cn、四川建设网、巴中市公共资源网（发布公告的媒介名称）上发布。
